Constitution: Classified Staff Council
BYLAWS
The Classified Staff Council was organized to enable the Classified Staff to speak with a common voice on matters concerning the welfare of CPCC Classified Staff and the stated objectives of the College.
SECTION I - ELIGIBILITY
SECTION II - SELECTION OF REPRESENTATIVES AND OFFICER'S
SECTION I - OFFICERS
The officers shall consist of a Chairperson, Vice-Chairperson, Secretary and
Parliamentarian.
SECTION II - TERM OF OFFICE
Officers shall serve one year terms beginning September 1 and ending August 1.
SECTION III - CHAIRPERSON
SECTION IV - VICE-CHAIRPERSON
The Vice-Chairperson shall act in the absence of the Chairperson, shall assist the
Chairperson in the business of the Council and shall automatically become Chairperson the
year after his/her election to the office of Vice-Chairperson. If the Vice chairperson is
unable to complete his/her term of office, the Elections Committee will hold a special
election within four weeks, at which time the entire Classified Staff membership will
elect a permanent Vice-Chairperson from the Current Council for the remainder of the term.
The Classified Staff Council will elect from its own membership a temporary
Vice-Chairperson to serve until the permanent Vice-Chairperson is elected.
SECTION V - SECRETARY
The Secretary shall maintain an accurate record of all meetings and shall handle general
correspondence for the Council. The Council at its first meeting in September shall elect
a member of the Council to serve as Secretary.
SECTION VI - PARLIAMENTARIAN
The Parliamentarian shall maintain order during meetings of the Council, shall be
knowledgeable of Parliamentary Procedure, the Council bylaws and shall perform other
duties incident to that office. The Council at its first meeting shall elect a member of
the Council to serve as Parliamentarian.
SECTION VII - REPRESENTATIVES
The representative shall attend meetings of the Classified Staff Council regularly and
promptly report to those represented. The Representative shall serve on standing
committees as appointed. The Representative shall bring before the Council mutual concerns
of the population represented. The Representative shall have the power to vote on all
matters brought before the Council for vote, and shall perform all duties incident to that
office.
In the event of absence from a Council meeting, the Representative shall give proxy for vote to the Alternate Representative. The Representative shall be considered unable to complete his/her term if absent from Council meetings for a period of two consecutive months without making suitable arrangements for the elected Alternate to attend as a substitute. All Representatives shall serve two year terms.
SECTION VIII - ALTERNATE
Alternates shall not possess voting power, except in the event provided in Article III,
Section VII, and shall serve on standing committees as appointed. In the event that a
Representative is unable to complete his/her term, the elected Alternate shall fill the
unexpired term. The Alternate shall automatically become a representative for the upcoming
term.

The Elections Committee shall:
SECTION II - WELFARE COMMITTEE
The Welfare Committee shall study issues of importance to the general welfare of the
Classified Staff in areas related to working conditions and personnel policies and shall
report its recommendations to the Council.
SECTION III - STAFF DEVELOPMENT COMMITTEE
The Staff Development Committee shall assist in the search for and planning of staff
development activities for the Classified Staff. The Committee's recommendations shall be
made to the Council.
These bylaws may be amended by a majority vote of the entire Classified Staff membership. Proposed amendments shall be submitted in writing to the Chairperson with a petition signed by twenty-five percent of the members of the Classified Staff, or approved by a quorum (two thirds) of the Classified Staff Council. A special referendum will be held approximately four weeks from the time the Chairperson receives the proposed amendment. Copies of the proposed amendment shall be distributed to all Classified Staff members at least two weeks prior to the referendum.
A member of the President's Council shall be invited to serve in an advisory capacity.
Members of the Classified Staff shall decide by simple majority vote whether these bylaws shall be adopted.
