Policies and Procedures Manual Introduction

The Policies and Procedures Manual is available and accessible to all personnel at the College via the College’s web site, www.cpcc.eduThe manual contains three categories of statements that assist in College governance:

Rules may reflect actions taken by legislative bodies and recorded in U.S. public laws and the Code of Federal Regulations or in the North Carolina Statutes and related sections of the North Carolina Administrative Code.  They may also represent actions of the State Board of Community Colleges and recorded in the Board’s proceedings.  

Policies are actions approved by the CPCC Board of Trustees and recorded in the minutes of the Board. They originate in federal and/or state regulations and/or College philosophy, mission, and objectives. 

Regulations, procedures and guidelines are officially announced at the College and approved by the president through authority delegated in the bylaws of the CPCC Board of Trustees.

If conflicts should arise among these directives, the rules shall govern policies. Policies shall govern regulations, procedures, and guidelines.

Other College materials such as the College Catalog and Student Handbook may outline supplemental and more specific guidelines. In the event of any conflict between these, the provisions of the Policies and Procedures Manual shall govern. If questions arise about the specific application of these rules, policies, procedures, and guidelines, the president shall be the final authority for interpreting them.

Procedures for Change

Any College employee or employee group may recommend a revision or addition to the manual (except that rules may not be revised). A memorandum should be sent to the Office of the Executive Assistant to the President with the following information:

  1. Reference to present policy, regulation, procedures, and/or guidelines
  2. Proposed wording
  3. Rationale for the change or addition
  4. Suggested effective date

Recommendations will be submitted to the appropriate council, task force, or committee for review and finally to the appropriate Cabinet administrator who will review the recommendation with the College Cabinet. Cabinet action will incorporate the rules, regulations, procedures, and guidelines into the manual.

The Cabinet will submit all policies to the appropriate committee of the Board of Trustees. The committee will decide whether to submit the recommendation to the full board for final action. 

The President may initiate a revision or addition to the manual at any organizational level of the College or with the board. The board or College Cabinet, as appropriate, is responsible for final action.

Policies are effective upon the date when the board meets and approves them unless another date is specified.  Regulations, procedures, and guidelines are effective upon the date when the College Cabinet meets and approves them unless another date is specified.
