The authority of the Board of Trustees is established by Chapter 115D of the North Carolina General Statutes and is further defined in the North Carolina Administrative Code. The  North Carolina Administrative Code Title 23 Chapter 2, Section 2C.0101 states the following:

"The Boards of Trustees of community colleges as bodies corporate are authorized to do all things necessary and proper to organize and operate colleges consistent with the law and the rules of the State Board."
