| 6.13 Candidates
for Public Office: Permission to Speak on Campus |

Guidelines |
 |
A. If
a speaker
is invited by an instructor to meet with the instructor's class, the arrangements
must have the approval of the division director. The following factors will be applicable. |
 |
1. The topic should
be relevant to the objectives of the course. |
 |
2. The speaker
should be objective and factual. |
 |
3. The speaker
should not be forced on a captive audience. Students who so request may be excused from
the class session. |
 |
4. Opposing
viewpoints should be considered. Comparable time must be provided if requested to other
candidates for the same office. |
 |
B. If
a speaker
is invited by a College-sanctioned student club or organization,
arrangements must have the approval of the Director of Student
Life. The following factors will be
applicable: |
 |
1. The topic should
be relevant to the objective of the sponsoring organization. |
 |
2. An invitation
must be issued to all candidates for the public office that the speaker is seeking. |
 |
3. Attendance by
students must be on a voluntary basis. |
 |
C. If
a speaker
is invited by an officially recognized employee group or organization, the
arrangements must have the approval of the College President. The following factors will
be applicable: |
 |
1. An invitation
must be issued to all candidates for the public office that the speaker is seeking. |
 |
2. Attendance by
employees and students must be on a voluntary basis. |
 |
D. If
a request
to speak is initiated by the candidate or his/her supporters, organization, or political
party, arrangements must have the approval of the College President. The following
factors will be applicable: |
 |
1. Arrangements for
the event must be accommodated within the regular work schedules of Security and
Facilities
Management employees. |
 |
2. The event must
not interrupt the College's regular schedule of classes and activities. |
 |
3. Attendance by
employees and students must be on a voluntary basis. |
 |
4. If so requested,
the same opportunity must be provided to other candidates for the same office. |
